                   Red Rock Ranch Homeowners Association Monthly Meeting
                                                   14 April 2008

Present: Bill Martin, Jim Bergeron, Phyllis Moore, David Weber, Kelly McGuire, Fred Lanyon, Joline Lee, Frank Chuba.

Guests: Gil Moore, Gloria Lanyon, James Warner.

The meeting was called to order by Presiding Officer Bill Martin at 1858.

The minutes of the 10 March 2008 meeting were read and unanimously approved following a correction in spelling.  The name Hobernale is correctly spelled Hovermale.  The motion was made by Kelly McGuire and seconded by Frank Chuba.

Treasurer’s Report: Bank balance is $13,718.70.  Donations to date are $2920 from 82 residents. Tennis court donations to date amount to $1245 from 15 residents, plus a $150 pledge due this month.  Total income for the year is $4165.00 and expenses are $271.31.

Treasurer’s Report accepted unanimously following a motion by Fred Lanyon and a second by Kelly McGuire.

Architectural Control: Mr. James Warner presented plans for a detached garage at 18090 Forest View Road that he first approached the Board with in December 2007.  There was concern at that time about the setbacks from the road and Mr. Warner was advised to contact the El Paso County Regional Office for clarification.  The plans presented show the garage to be 25 feet from the road which fall within the guidelines of the Red Rock Ranch Homeowners Association and Board members had no objection for Mr. Warner to proceed.  A motion was made by to accept the plans as presented by Kelly McGuire, seconded by Phyllis Moore and unanimously approved.

Old Business: It was noted that El Paso County did erect metal poles at the intersection of Spruce and Red Rock Ranch Drive to prevent motorists from driving over grassy land to avoid stopping at the stop sign.  However, someone has been able to drive around the barriers and continue to dig ruts in the land.

It was agreed by the Board to rent the largest dumpster for the “Spring Clean Fling” for not more than a price of $380.  The dates for the event are 16 through 18 May 2008 and Board members volunteered to take two hour turns monitoring the dumpster to assure that only residents use it and to ascertain that prohibited items are not dumped.

President Craig Ketels and Director Kelly McGuire attended the Forest View Acres HOA on 18 March 2008 to give a presentation on the proposed renovation of the tennis court.
 
New Business: Director Joline Lee gave lists containing names and addresses of residents/property owners on the Ranch to each member of the Board to have corrections or deletions made for future mailing purposes.

Lyle Berger, president of Forest View Estates HOA, advised the RRRHOA that his membership overwhelmingly agreed to support the tennis court renovation.  They agreed to provide up to 25% of funds needed.  Treasurer Bill Martin stated that with funds from RRRHOA coming in so slowly, a renovation in the amount of $8,000 total might be in order.  Director Kelly McGuire agreed to ask for bids in that price range from several contractors and have the information by the next Board meeting in May.  Under the $8,000 project costs, $6500 would be contributed by the RRRHOA and $1500 from FVEHOA.

Director Fred Lanyon gave a thorough presentation on the proposed natural gas drilling that is planned by Dyad of Texas to be done in the Mount Herman area.  He is part of a group that disseminates information about the process as it is received (www.frerc.org) and they have been featured on Channel 5, and Channel 13 is scheduled to have a program shortly.  At present the Forest Service has a decision about the drilling on hold, probably because of recent publicity and the concern about water table contamination.  Fred answered questions from Board members and then asked permission to use the RRRHOA web site to disseminate information only.  After a lengthy discussion, it was agreed that Jase Campbell could inform all Red Rock Ranch homeowners that information about the proposed drilling is available on the frerc website and that RRRHOA should take no stance on the issue other than providing information. That motion was made by Phyllis Moore and seconded by Joline Lee with concurrence by all members.

With no further business to discuss, the meeting was adjourned at 2038on a motion by David Weber, seconded by Fred Lanyon and carried unanimously.

The next regularly scheduled meeting will be at 1900 on Monday, 12 May 2008 in the Tri Lakes Cares building, 235 Jefferson Street in Monument.
