Red Rock Ranch HOA Meeting Minutes March 9, 2026

Meeting held virtually via Zoom.

Presiding: President Beth Lonnquist. Board members present: Vice President Craig Williams, Treasurer Bill Griffith, Secretary Amber Dern, ACC Chairman Scott Miller, Director Laura Quinlan, Director Kevin Guy. A quorum was present.

Lot owners in attendance: Ketch Nowacki, Sally O’Brian, and Janet Geise.

The meeting was called to order at approximately 7:00pm

Architectural Control Committee: No new requests.

Meeting Minutes: HOA Board meeting minutes for February were presented for approval. A motion to approve was made by Director Laura Quinlan, seconded by Vice President Craig Williams. The motion passed unanimously.

Treasurer Report: The March Treasurer’s report was presented by Treasurer Bill Griffith. The beginning balance was $3,108.57. Expenses were $55.00 in NEPCO Dues, $200.00 for attorney fees, $246.00 for Insurance Premiums, and $10.00 to Cyber Basement for a grand total of $511.00. Bank Interest for the month was $0.02. The ending balance on the account was $2,597.59. Total Firewise funds are $319.27. Legal expenses for the year to date are $997.00. Total legal costs remaining to be paid are just under $10,000.00. Insurance expenses for the year to date are $738.00. Total contributions for 2026 are $2,000.00 from 8 members. All 8 members contributed above the suggested $75.00 amount. Total ACC fees for 2026 are $25.00. A motion to approve the report was made by Director Kevin Guy and seconded by Director Quinlan. The motion passed unanimously.

Old Business

Website: Director Guy continues work on setting up Venmo for contributions.

Firewise: ACC Chairman Scott Miller reported the Fire Department will release the list of dates and times for Firewise chipping later this month.

Forest View Acres Water District: Next meeting March 25, 2026.

Lawsuit: Nothing new to report. Trial dates are set for April 20-22, 2026.

New Business

Newsletter: President Lonnquist presented the 2026 member newsletter and asked for a motion to approve the contents, pending the addition of the Venmo QR code and Director Griffith’s updates to the donor lists. As a cost saving measure the HOA will not print and mail the newsletter this year. A postcard will be mailed to each member containing notice of the April member meeting, the Venmo QR code, and instructions on where to access the newsletter. The newsletter will be posted on the RRR HOA website and emailed to homeowners who have opted in to receive email communications. A motion to approve the newsletter, pending the

proposed changes, and the postcard mailing was made by Director Guy and seconded by Director Miller. The motion passed unanimously.

Red Rock Acres Update: The development has changed its name from Red Rock Acres to Crossing at Monument Creek. It is a dense urban proposal of 75 homes, less than .05 acres, situated within 22-25 acres. Two proposed entrances from the development will directly impact travel in Red Rock Ranch. At a Board meeting last month Palmer Lake Planning Commission determined the development property was eligible for annexation to the city of Palmer Lake. Annexation will be voted on by Palmer Lake residents. El Paso County Planning Commission will hold a hearing on March 19th at 9am about an additional 5 proposed units on 2 1/2 acres that will have possible access driveways from Red Rock Ranch Drive and El Rancho Way/Vista View.

Guests: Ketch Nowacki inquired as to when the January 2026 meeting minutes would be posted on the website. President Lonnquist responded they should be posted in a few weeks.

President Lonnquist asked for a motion to end the board meeting and to enter into an Executive session to discuss recent communication from the HOA’s legal counsel. Director Miller made the motion and was seconded by Director Guy. The motion passed unanimously.

The board meeting was adjourned at 7:12pm.

The Board went into Executive session at 7:13pm.

Topic for discussion was correspondence from the HOA’s lawyer regarding the lawsuit Craig Pryor vs RRR HOA.

Secretary Amber Dern made a motion to adjourn the executive session and was seconded by President Lonnquist. The executive session ended at 8:01pm.
