Red Rock Ranch HOA Memo for the Record April 13, 2026
The RRR HOA Board is posting a memo for the record of Board approved items from the Member Meeting held April 13, 2026. Full Member Meeting minutes will be approved at the 2027 annual member meeting.
Meeting held at Tri-Lakes Chamber of Commerce, 166 2nd St, Monument.
Presiding: President Beth Lonnquist. Board members present: Vice President Craig Williams, Treasurer Bill Griffith, Secretary Amber Dern, ACC Chairman Scott Miller, Director Steve Collins, Director Kevin Guy, Director Laura Quinlan. A quorum was present.
The meeting was called to order at approximately 7:00pm.
Meeting Minutes: The HOA board meeting minutes for March were presented for approval. A motion to approve was made by Vice President Craig Williams and seconded by Treasurer Bill Griffith the motion passed unanimously.
The April 2025 membership meeting minutes were presented for approval. A motion to approve was made by Julie Pheteplace and seconded by Denise Geller. The motion passed unanimously by members.
Treasurer Report: The April Treasurer’s report was presented by Treasurer Bill Griffith. The beginning balance was $2,597.59. Expenditures were $25.00 for SoS registration, $246.00 for Insurance, and $297.00 in attorney fees for a total of $568.00. Deposits were $25.00 in ACC fees and $2,275.00 in member contributions for a total of $2,300.00. Interest on the account was $0.03. The ending balance was $4,329.62. A motion to approve the report was made by Director Steve Collins and seconded by Director Williams. The motion passed unanimously.
The 2025 Annual Report and 2026 Budget was presented by Treasurer Griffith. Director Griffith discussed projections for income and expenses. A question was asked by a homeowner about funding for the park. Tammy Jones asked a question about Firewise funds. A motion to approve the Budget was made by Chris Abayta and seconded by Director Kevin Guy. The motion was approved without objection.
Architectural Control Committee: A request for a new roof was made by PK Robinson of 4625 Limestone Dr. A motion to approve the request was made by ACC Chairman Scott Miller and seconded by Director Griffith. The motion passed unanimously.
Firewise: Firewise operations this year will be carried out by the Monument Fire Department. Director Miller reported the chipping date is June 8th. Homeowners can sign up at
Board Member Elections: Candidate nominations for the vacant board member seat, term 2024-2028, were sought by the Board. No nominations were forthcoming and the seat remains vacant.
Candidate nominations for three Board Member seats with terms 2026-2030 were sought. Elizabeth Lonnquist, Kevin Guy, and Bill Griffith submitted their candidacy for re-election. No additional candidates were received from the floor. A motion to elect Elizabeth Lonnquist, Kevin Guy, and Bill Griffith for the three Board seats with terms 2026-2030 was made by Julie Pheteplace, seconded by Denise Geller. Members approved the motion without objection.
Lawsuit Craig Pryor vs RRR HOA: A partial judgement on the HOA’s motion for Summary Judgement was delivered April 8, 2026. The motion was “granted in part” and legal matters continue to proceed. The Trial has been delayed and a new date is still to be decided
