Red Rock Ranch Homeowners Association Monthly Meeting
13 November 2006

Present: Bill Martin, Jim Bergeron, Lorrayne Hodge, Phyllis Moore, Fred Lanyon, Frank Chuba, David Weber

Meeting was called to order at 1900.
Minutes of the 09 October 2006 meeting were read and accepted as presented. The report was voted upon unanimously after a motion to accept by Fred Lanyon and seconded by Phyllis Moore.
Treasurer’s Report: Treasurer Bill Martin reported a bank balance of $8790.60. 133 donations have been made so far. All bills to date have been paid, except the remainder of the bill to High Country Store for landscaping in the Association Park. The amount owed Woody at High Country Store is $2287. Bills paid included $105.32 to Fred Lanyon for materials used to construct a safeguard for the Association Park water outlets, $107.73 to Jase Campbell to renew the RRRHOA web site for three years, $10 to the state of Colorado for the annual Association fee, $1550 for insurance premiums, and $60.20 for water usage at the Park, which is a charge for water only; the previous charges for debt repayment, etc, were dropped. David Weber made a motion to accept the report, it was seconded by Lorrayne Hodge and voted upon unanimously by the Board.
Architectural Control: No new requests this month.
Old Business: Fred Lanyon completed the routine audit as required on 15 October 2006. He checked bank statements, income, architectural control fees, donations, and bills paid since the first of this year. He reported no discrepancies and everything balanced to the penny.
The tennis court was mentioned again, but at a previous meeting, discussion was tabled until next spring. Jim Bergeron did volunteer to discuss renovation with resident John Novotny who is quite capable with building projects, and determine whether he could possibly refurbish the concrete, or perhaps knows someone who can.
New Business: The landscaping at the Park will be watered this month, as advised by Woody from High Country Store.
A motion was made by Frank Chuba to pay the $2287 owed to High Country Store, it was seconded by Phyllis Moore and passed unanimously by the Board.
Gil Moore advised the Board of the contents of the Forest View Acres Water District meeting held on Friday, 10 November 2006.
The meeting was adjourned at 1929 on a motion by Frank Chuba, seconded by Fred Lanyon and voted upon unanimously.
The next regularly scheduled meeting will be at 1900 on Monday, 11 December 2006 at the Tri-Lakes Fire Station.

Meeting was called to order at 1900.
Minutes of the 13 November 2006 meeting were read and accepted as presented. The report was voted upon unanimously after a motion to accept by Fred Lanyon and seconded by Frank Chuba.
Treasurer’s Report: Treasurer Bill Martin reported a bank balance of $6538.82. 134 donations have been made so far for a total of $4925, a new record. All bills for the year have been paid, including the remainder of the bill to High Country Store for landscaping in the Association Park in the amount of $2287. Total income for the year was $5525.80 and expenses totaled $13,639.22. Phyllis Moore made a motion to accept the report, it was seconded by Frank Chuba and voted upon unanimously by the Board.
Architectural Control: No new requests this month.
Old Business: The Association Park landscaping needs to be watered once during the month of December and Phyllis and Gil Moore volunteered to assume the task. According to the landscaper, watering does not need to be done in January or February.
New Business: Resident John Novotny removed the RRRHOA Park sign and has it at his home workshop where it is being refurbished. He also suggested that we, as homeowners, contact El Paso County Commissioner Wayne Williams for his help in paving roads on the Ranch. It seems as if Woodmoor has had their roads resurfaced at least twice versus none on the Ranch, according to Mr. Novotny. Board members agreed contacting the Commissioner is a good idea, although he has been unresponsive to letters and e-mail from Ranch residents in the past.
President Joline Lee received several telephone calls concerning the new stop sign at the intersection of Spruce Road and Red Rock Ranch Drive and the callers felt the sign should be on west Red Rock Ranch Drive rather than at Spruce. Larry Syslo of El Paso County Regional Office states that Spruce is the intersecting street, and by law, the stop sign is placed on the intersecting street. He further stated that the sign is there to stay and will not be moved to Red Rock Ranch Drive.
A resident contacted President Lee about the possibility of a Ranch wide garage sale. It was tried a few years back with lukewarm results. However, President Lee suggested that the idea be mulled over by Board members and it could possibly be done in conjunction with the Association picnic in August or September of 2007.
Guest Input: Resident Gil Moore expressed his concern with the intersection of Red Rock Ranch Drive and State Highway 105 and many safety issues. He feels the road leading to Route 105 should be at a right angle instead of the present curve to the east, the road slopes too much making for poor traction in snow and/or ice conditions, and visibility is very poor when grass grows on the shoulders and on-coming traffic cannot be seen given the sloping condition of the road. President Lee will give Mr. Moore the telephone number of Larry Syslo so he can express his concerns to the man in charge of roads.
With no more business to discuss the meeting was adjourned at 1921 on a motion by Fred Lanyon, seconded by Phyllis Moore and voted upon unanimously.
The next regularly scheduled meeting will be at 1900 on Monday, 08 January 2007 at the Tri-Lakes Fire Station.
