Annual Picnic / Meeting

Residents gathered under the RRRHOA Park Pavilion at 1300 and enjoyed bratwurst, hot dogs and hamburgers provided by Ben and Joline Lee.  Paper plates, napkins, flatware, rolls and buns, chips, and condiments were provided by Gil and Phyllis Moore.  Other residents brought side dishes for all to savor.  In addition to the delicious meal, everyone had a chance to meet neighbors and catch up on the news since last year’s picnic/meeting.

The business meeting was called to order by President Craig Ketels at 1415.  

The minutes of the 11 August 2008 meeting were not read and will be read for approval at the next business meeting on 13 October 2008.  That was on a motion made by Fred Lanyon, seconded by Kelly McGuire and carried unanimously. 

Treasurer’s Report: Bank balance is $14,700.52.  129 donations have been made totaling $4325.  22 residents have contributed $2270 for tennis court improvements. Architectural control fees amount to $50 with two building projects pending.  Expenses to date total $1792.72.  Treasurer’s Report accepted unanimously following a motion by Kelly McGuire and a second by Fred Lanyon. 

Architectural Control No report this month.

Old Business: Kelly McGuire briefed the assembled group on what has been accomplished at the tennis court and what is planned in the immediate future.  The deteriorated fence on the west side of the court has been removed, new fencing material has been purchased and will be installed when grading of the dirt mound on that side is completed.  One basketball pole has been put in place and a second is forthcoming.  The surface will be patched and then painted.  While initial grading took place, the equipment operator pulled the badly damaged flag pole from its location at the southwest corner of the tennis court.

New Business: President Craig Ketels thanked everyone for coming to the picnic/meeting and invited all to attend business meetings held at 235 Jefferson Street in Monument on the second Monday of each month at 1900.  He explained that meetings were moved from the Tri Lakes Fire Station as a good will gesture so police cadets, whose meetings are held at the same time as the RRRHOA meetings, could use the building.
 
The President also mentioned that the Association will address the Dyad gas drilling project, as mentioned in previous meetings.
 
Guest Gloria Lanyon spoke about the gas drilling and reported that she has received very little support from the county, and especially our County Commissioner Wayne Williams.  The commissioners' feeling is the drilling will take place on federal land, and not El Paso County land, so the commissioners are powerless.
Resident John Novotny mentioned the condition of roads on the Ranch and suggested that a concerted effort be made by all residents before spring of 2009 to have roads improved.  There are still several dirt roads on the Ranch and currently the Roads Department is just patching patches.  He further mentioned that consultants tell the Roads Department what and where to pave- also that the County does not have paving equipment, but let local contractors do the work.
President Ketels said the spring cleanup was a success and next year the plan is to have an empty dumpster for each day on Friday, Saturday and Sunday.
Resident Ben Lee asked about a new flagpole.  Craig Ketels suggested the new one be placed in the center of the garden at the north end of the tennis court and have solar lighting for night time use.  That suggestion was agreed upon by all present.  Joline Lee warned about digging in the garden because of the watering drip system and President Ketels assured her the digging will be done by hand to avoid cutting any water lines.
Resident Mary Ketels expressed concern over the trash barrel drawing bears and wondered if a bear proof container would be a possibility.  President Ketels suggested a cost be determined before proceeding.

With no further business to discuss, the meeting was adjourned at 1439 on a motion by Phyllis Moore, seconded by Fred Lanyon and carried unanimously.

The next regularly scheduled meeting will be at 1900 on Monday, 13 October 2008 at the Tri Lakes Cares building on 235 Jefferson Street in Monument.
