Red Rock Ranch Homeowners Association Monthly Meeting
10 September 2007
Presiding: Joline Lee
Present: Joline Lee, Bill Martin, Kelly McGuire, Jim Bergeron, Phyllis Moore, David Bohn
Guests: Tom Guenther, Craig Ketels, Walt and Linda Sales
Treasurer’s Report: Bank balance is $10,460.66. 125 residents have made voluntary donations of $4595 to date. A check was received from residents James and Germaine Roberts in the amount of $35 with a notation on the check that the money be used only for the tennis court restoration. Income to date totals $5,066.20 with total expenses of $1302. The insurance bill is expected in November and will amount to approximately $1600.
Phyllis Moore made a motion to accept the report; it was seconded by Kelly McGuire and passed unanimously by the Board.
Architectural Control: Resident Thomas Guenther of 18480 Forest View Road presented plans for an addition to his standing house which includes a new roof, stucco fence, and new windows. He showed samples of the color scheme and also the type and color of shingle proposed. The total expansion will be 661 square feet. The required fee was paid and the Board approved the plans pending a permit to build from El Paso County.
Residents Walt and Linda Sales of 18125 Forest View Road presented plans for an addition to their present home which consists of a room and deck above their two stall garage with an outdoor stairway. The color will be the same as the existing home and shingles will be fire retardant. The fee was paid and the Board approved the plans pending a building permit from El Paso County.
Old Business: The tennis court was again discussed at length with several suggestions made by Board members and Guest Craig Ketels. The final decision was to have a questionnaire included in the January newsletter to save postage with separate mailings. The questionnaire would spell out options for homeowners, such as leaving the court as is, spending $3,000 on patching and painting, spending $10,000 for a more complete repair or, $25,000 plus for a total makeover with other options such as shuffle board court and basketball hoops. It will also be noted on the questionnaire that a final decision will be made on a specified date, such as the 5th of March. The possibility of a capital improvement fund was also discussed. Kelly McGuire volunteered to determine the number of children residing on the Ranch, Shiloh Pines and Sundance Estates to help in the decision making process.
Val Martin, who has been one of the dedicated keepers of the landscaping project, mentioned that gophers have left their tell tale mounds in that area. Jim Bergeron reported that he has trapped seven to date and will continue his efforts
President Joline Lee said the water to the park will be turned off at the end of September.
New Business: Guest Craig Ketels said he will be willing to join the Board of Directors when there is a vacancy. President Joline Lee said she will query members to ascertain whether or not anyone is interested in stepping down at this time. Recently some members have mentioned an increase in work hours that may prevent them from attending all meetings, as well as family illness.
President Joline Lee mentioned that a resident had approached her about his concerns concerning a house on Sandstone. At one time it was apparently rented, but now there seems to be suspicious activity in the area. There is a white pickup truck that never seems to be moved. On weekends, there may be a dozen cars parked by the house, but during the week there are no vehicles except the white truck until midnight when there are again a dozen or more cars. There seems to be no furniture in the house on a cursory glance from the street. President Lee said she will obtain the house number so the owner can be located on the internet. Apparently there are tall weeds in the yard and a suggestion was made that the occupants could be approached about cutting noxious weeds as required by El Paso County. At this point, action is on hold until the owner(s) can be identified.
With no further business to conduct, the meeting was adjourned at 2001 on a motion by Kelly McGuire and seconded by Phyllis Moore.
The next regularly scheduled meeting will be at 1900 on Monday, 08 October 2007 in the Tri Lakes Fire Station on Highway 105.
Respectfully submitted,
Jim Bergeron, Secretary/Recorder
